    for Dragon Cards, at least

    Why? The subjects were becoming increasing commercial, and, in my opinion, it was too soon to afford a suitable perspective on what the significant people and events of the last three decades were. The voting also seemed heavily skewed by the schoolchildren's votes solicited by the USPS' Celebrate the Century educational program, and, because of the 10-years-after-death rule, it was difficult or impossible to commemorate some people.
